Approval of 35,000 Visa Changes per Year

Up to 35,000 E-9, E-10, and H-2 visa workers can change to E-7-4(R) visa annually. This is a massive expansion from the previous limit of 2,000–5,000 per year.

However, we don't know how long this policy will last.

Therefore, foreign workers who meet the visa change requirements must apply immediately.

Significantly Reduced Residency Period Requirements

Previously, a minimum residency of 5 years was required to change from an E-9, E-10, or H-2 visa to the E-7-4(R) visa.

Now, residency requirements have been relaxed to 4 years for residents of Seoul, Incheon, and Gyeonggi, 3 years for all other areas, and only 2 years for residents of depopulation regions.

Deferred Korean Language Proficiency Score Submission (Until Dec. 31, 2026)

Until December 31, 2026, applicants may apply for E-7-4(R) visa change even without TOPIK Level 2.

You only need to obtain TOPIK Level 2 within 2 years after your visa change. This allows you to secure a stable status of stay first and then take sufficient time to build your language skills.

Because this policy applies only to applications filed by December 31, 2026, all eligible workers must submit their applications before this date.

Stable Long-term Stay

For E-9, E-10, and H-2 visas, you can work at one workplace for a maximum of 4 years and 10 months, then you must leave for your home country and re-enter with a new E-9 visa. This incurs unnecessary time and costs, and if there are issues with the employment contract, you might not be able to re-enter.

However, if you change to E-7-4(R), you can stay for a long time stably by renewing your employment contract every 2 years.

Freedom to Change Jobs and Regions

Under E-9, E-10, and H-2 visas, it is impossible to change jobs or regions without the employer's permission.

However, with the E-7-4(R) visa, once you complete your initial 2-year employment contract, you can freely change your job and region afterward.

This opens opportunities to work where your abilities are more appreciated and with better treatment.
